Chief Justice of Kenya, Hon. Justice Martha K. Koome, EGH, launches Report on Public Policy Formulation Capacity Gaps & Capacity Development of Actors in Nakuru, Kajiado, and Narok County Governments May 9, 2024

 

In a significant step towards enhancing governance and inclusive development, the Chief Justice of Kenya, Hon. Justice Martha K. Koome, EGH, on 9th May, 2024; unveiled a pivotal report titled "Assessment of Public Policy Formulation Capacity Gaps & Capacity Development of Actors in Nakuru, Kajiado, and Narok Counties." This comprehensive study, conducted in collaboration with the National Council for Law Reporting (Kenya Law) and ForumCiv (A Swedish member-based civil society organization with operations in 70 countries), sheds light on critical gaps in public policy formulation processes across key sectors in these countries. Conducted from October 23rd to November 14th, 2023, as an initiative of the Public Private Development Partnership project co- implemented with the International Labor organization (ILO), the research delved into essential areas such as Education, Water, Environment, Health, HIV/AIDS, Sexual and Reproductive Health Rights, Gender, Persons with Disabilities, and Public Participation. It highlighted the transformative power of collaboration and inclusivity in shaping policies, underlining the necessity of engaging communities and integrating their perspectives into governance structures. In her remarks, Chief Justice Koome emphasized the pragmatic need to actively heed community voices and incorporate their insights into policy frameworks. "Meaningful participation of all stakeholders is fundamental for good governance, and this report underscores the importance of inclusivity in the policy formulation process." She said. The report reveals a range of insights crucial for advancing policy formulation capacity, including discrepancies between enacted county laws and supportive policies within thematic areas, challenges in communication and information dissemination hindering effective public participation, and deficiencies in training and financial resources impeding the capacity of technical officers in policy formulation. Speaking during the launch, Kenya Law CEO, Prof. Jack Mwimali, noted that the findings extend beyond the three counties examined, carrying implications for national and county-level policy formulation processes. He noted that by addressing the identified gaps and implementing recommended interventions, the report paves the way for improved governance structures, contributing to Kenya's overall development agenda and fostering inclusive growth and sustainable progress.   Regional Manager for Eastern and Southern Africa at ForumCiv Mr. Jackson Obare, extended his appreciation to all stakeholders who actively contributed to the study including County officials, community members, Civil Society Organizations, as well as the dedicated staff of Kenya Law and ForumCiv, recognizing their unwavering dedication and hard work throughout the process. Other dignitaries present included leadership from International Labour Organization, Deputy Governor Nakuru County, CEO Council of Governors and Kenya Law Council members.
