I have had an opportunity to peruse this file. I note that Hon. Justice Muriithi who handled the matter before me had directed that counsel appear and highlight their written submissions. This was not done. In my view it is necessary that such highlighting be done as the case has a lengthy and complex history and requires some articulation. As such the ruling is reserved pending such highlighting.
