THE PUBLIC ORDER (TURKANA, ELGEYO MARAKWET, BARINGO, WEST POKOT, SAMBURU AND LAIKIPIA COUNTIES) CURFEW EXTENSION ORDER NO. 5 OF 2023

1. Citation

This Order may be cited as the Public Order and Curfew Extension Order, 2023 (Turkana, Elgeyo Marakwet, Baringo, West Pokot, Samburu and Laikipia Counties).

2. Application

This Extension Order shall apply in the following specified areas in Turkana, Elgeyo Marakwet, Baringo, West Pokot, Samburu and Laikipia Counties:
(a)TURKANA COUNTY – Turkana South, Turkana East and Loima Sub-counties.
(b)WEST POKOT COUNTY – Pokot North and Sigor Sub-counties (along the River Turkwel Escarpment).
(c)ELGEYO MARAKWET COUNTY – Marakwet East and Marakwet West Sub-counties.
(d)BARINGO COUNTY – Mukutani, Muchongoi, Bartabwa, Tiaty East and Tiaty West Sub-counties.
(e)LAIKIPIA COUNTY – Olmoran, Ng’arua, Mukogodo and Sipili Divisions.
(f)SAMBURU COUNTY – Loroki, Baragoi, Wamba (except Wamba Town) and Malaso Divisions (except Suguta Marmar Town).

3. Curfew Period

This Extension Order shall apply during the hours of darkness between Six O’clock in the evening and Six O’clock in the morning with effect from 18th May, 2023 and shall remain in effect for a further period of thirty (30) days.

4. Restriction

Under this Extension Order, there shall be no public gatherings, processions or movement, either alone or as a group during the period of the curfew except as has been permitted in writing by the Inspector-General of the National Police Service.

5. Exemption

Notwithstanding the provisions of this Order, the Order shall not apply to the services, personnel or workers specified in the Schedule hereto.

SCHEDULE

PERSONNEL OR WORKERS ON WHO THE ORDER SHALL NOT APPLY

1.Medical professionals and health workers.
2.National Security, Administration and Co-ordination of National Government officers.
3.Public health and sanitation officers in the County Governments.
4.Licensed pharmaceutical companies, pharmacies and drug stores.
5.Licensed broadcasters and media houses.
6.Kenya Revenue Authority.
7.Kenya Airports Authority and licensed Civil Aviation Service Providers.
8.Kenya Civil Aviation Authority.
9.Kenya Airports PLC.
10.Kenya Ports Authority and Licensed Port Operators.
11.Power production and distribution companies.
12.Kenya Railways Corporation.
13.Kenya Pipeline Company.
14.Water service providers.
15.Food and farm produce processors, distributors, dealers, wholesalers and transporters.
16.Licensed supermarkets, minimarkets and hypermarkets.
17.Licensed distributors and retailers of petroleum and oil products and lubricants.
18.Licensed telecommunications operators and service providers.
19.Licensed banks, financial institutions and payment service providers.
20.Fire brigade and emergency response services.
21.Licensed security firms.
22.Postal and Courier services.
23.Advocates of the High Court of Kenya.
