1.This Order may be cited as the Public Order (Curfew) (Mandera, Wajir, Garissa and Tana River Counties) Order, 2015, and shall be deemed to have come into effect on the 17th May, 2015 to 16th June, 2015.
2.This Order shall apply to all that area comprised in Mandera, Wajir, Garissa and Tana River Counties of the Republic of Kenya (hereinafter referred to as "the specified area").
3.This Order shall apply during the hours of darkness, viz the period between half-past six (18.30 hrs.) in the evening and half-past six (06.30 hrs.) on the following morning for a period of one (1) month.
4.Under this Order, the following directives shall apply—
(a)no gathering or procession shall have more than five persons without the organizers thereof first having reported to the County Commander of the National Police Service;
(b)of the intention and purpose of such gathering or procession and, having obtained written permit to hold the gathering or procession;
(c)no person not ordinarily resident in the specified area shall be or remain therein during the hours specified in paragraph 3 unless—
(i)the person is in the Kenya Defence Forces, or the National Police Service;
(ii)the person has written permission from the County Commissioner, or the County Commander of the National Police Service or the Officer commanding the Police Unit in the respective area;
(iii)the person is on transit and is on temporary accommodation in a duly licensed hospitality facility as a guest and such person has duly registered in the facility as such guest with full and proper identification recorded in the specified register for the registration of guests.
(d)no person shall, without lawful excuse, possess or carry in public any offensive weapon.
