Part I – PRELIMINARY
1. Short title
This Act may be cited as the Kenya Institute for Public Policy Research and Analysis Act.2. Interpretation
In this Act, unless the context otherwise requires—"Board" means the Board of the Institute constituted under section 7;"Cabinet Secretary" means the Cabinet Secretary responsible for planning and national development."Executive Director" means the chief executive officer appointed under section 12;"financial year" means the financial year of the Institute as provided for under section 19;"Institute" means the Kenya Institute for Public Policy Research and Analysis established under section 3.Part II – ESTABLISHMENT, POWERS AND FUNCTIONS OF THE INSTITUTE
3. Establishment of the Institute
4. Headquarters
The headquarters of the Institute shall be in Nairobi or such other place as may be determined by the Board and approved by the Cabinet Secretary.5. Object and purpose of the Institute
The object and purpose for which the Institute is established is to develop human and institutional capacities which shall, by undertaking economic forecasting, policy analysis and research, contribute to the formulation of medium and long-term strategic perspective for the economic and social development of Kenya in accordance with the provisions of this Act.6. Functions of the Institute

8. Powers of the Board
The Board shall have all the powers necessary for the proper performance of the functions of the Institute under this Act and, in particular but without prejudice to the generality of the foregoing, the Board shall have power to—9. Conduct of business and affairs of the Board
10. Delegation by the Board
The Board may, by resolution either generally or in any particular case, delegate to any committee of the Board or to any officer, member of staff or agent of the Institute, the exercise of any of the powers or the performance of any of the functions or duties of the Board under this Act.11. Remuneration of members of the Board
The members of the Board shall be paid such remuneration, fees, allowances and disbursements for expenses as may be approved by the Cabinet Secretary, on the recommendation of the Board.12. The Executive Director

14. Staff, agents of the Institute
The Board may appoint such officers, agents and other staff of the Institute as are necessary for the proper and efficient discharge of the functions of the Institute under this Act, upon such terms and conditions of service as the Board may determine.15. The common seal of the Institute
16. Protection from personal liability
17. Liability for damages
The provisions of section 16 shall not relieve the Institute of the liability to pay compensation or damages to any person for any injury to him, his property or any of his interests caused by the exercise of any power conferred by this Act or any other written law or by the failure, wholly or partially, of any works.Part IV – FINANCIAL PROVISIONS
18. Funds of the Institute
The funds and assets of the Institute shall consist of—19. Financial year

27. Exemptions
Subject to other applicable laws, the Institute shall be exempted from such taxes, duties, fees, levy, cess or other charges as the Cabinet Secretary for the time being responsible for finance may by, notice in the Gazette, specify.28. Regulations
The Cabinet Secretary may, on the recommendation of the Board, make regulations generally for the better carrying out of the provisions of this Act.History of this document
